The issue: Sir,

I am not aware that the Labour Party in general or Gordon Brown in particular has ever shown any interest in voting systems based on proportional representation so that there can be no doubt that any such proposal will represent a vain attempt to attract third party support to keep himself in power.

In these circumstances, do you think that Gordon Brown, our unelected lame duck prime minister, has any authority to propose constitutional reform at this time.

My response: Many thanks for the email. This Government killed the Jenkins Report on voting systems over 11 years ago, since when they expressed little interest in the subject, so far as Westminster is concerned. I see no prospect of change in this Parliament, and believe the Prime Minister is seeking to move the agenda on from the problems he has faced over the past week.
